Assessment

Doctors, dentists and nurses who obtained their diploma in another country (and are therefore entitled to practise in that country) are subject to assessment. This is a new procedure as part of the application for a Declaration of Professional Competence. The assessment is in two parts.

  1. General knowledge and skills test
    The assessment procedure begins with an evaluation of the applicant’s general knowledge and skills, including command of Dutch and English, familiarity with the Dutch healthcare system and ICT skills. The assessment tests do not form an examination as such, with hard and fast ‘pass or fail’ results. Rather, the combined result of all assessments provides a general impression of your current level of knowledge and skills. A fee is payable.

  2. Professional assessment
    Only if your score in the first part of the assessment is acceptable will you be invited to take part in the second part, which examines professional knowledge. Here too, a fee is payable.

Conclusion and recommendations
In most cases, the assessment procedure will culminate in an ‘advisory interview’ with members of the Foreign Healthcare Qualifications Commission (CBGV). This is intended to provide further information and to discuss further supervision or training, the exact form of which will depend on your assessment results and the findings of the commission. The CBGV passes its recommendations to us, and we then notify you of the decision.

Assessment procedure gives applicant a more active role
A notable feature of the new assessment requirements is that the applicant now has a more active role in, and greater influence over, the procedure as a whole. The Ministry of VWS has adopted the new approach in response to demand from the field, which also prompted the inclusion of an assessment of the applicant’s general knowledge and skills.

The total costs for the assessment procedure range from €500 (nurses) to €2200 (doctors).
